China Battery Export Controls 2026: How LFP Cathode Makers Can Secure Mixing and Sintering Lines

Korea just started mass-producing LFP cathode material at home. L&F says its Daegu plant (L&F Plus) begins 30,000 tons per year of LFP cathode output from the end of September 2026 and plans to double that capacity by June 2027, backed by a long-term LFP supply deal with Samsung SDI. POSCO Future M and other players are also moving into LFP for energy storage systems (ESS) and AI data center power. At the same time, the biggest open question for every battery material plant outside China is policy: China's export control package on lithium battery items (MOFCOM/GAC Announcement No. 58 of 2025) named certain LFP cathode materials, precursors, graphite anode materials and some of the production equipment and process technology behind them. The controls were suspended in November 2025 for one year, and recent trade reports say the pause has been pushed to January 2027. For anyone planning a cathode, precursor or anode line in 2026-2027, this is the moment to lock in equipment, consumables and paperwork before the rules move again.

Why the export control debate matters for your production line
Most news coverage focuses on finished batteries and graphite. Plant engineers feel it somewhere else: long-lead equipment and consumables. A new LFP or precursor line needs powder mixing and granulation, sintering in roller hearth kilns, and thousands of saggers that wear out every few hundred cycles. If a key machine or a sagger supply is stuck waiting for an export license, commissioning slips by months. Practical steps we see buyers in Korea and Southeast Asia taking now: confirm in writing whether each item is controlled or not controlled before signing the PO, put license risk and force majeure clauses into new contracts, and place long-lead orders before the suspension window closes. Also note the separate cost issue: China cut the export VAT rebate on battery products in April 2026, and trade reports say it is set to be removed in January 2027, which pushes up landed cost of Chinese-made battery items.
Pain point 1: Powder uniformity and granule strength decide your cathode yield
LFP and NCM cathode makers repeatedly tell us the same thing: the sintered product is only as consistent as the mix that goes into the sagger. Poor carbon source dispersion, lumps and weak granules lead to uneven sintering, high fines, low tap density and rejected batches. A high-intensity counter-flow mixer (intensive mixer) handles mixing, wetting and granulation in one vessel. The rotating pan and high-speed rotor create strong shear, so additives and binders are evenly distributed in minutes, and granule size can be tuned for downstream pressing or kiln loading. SCM Group supplies intensive mixers from lab scale to production scale, with wear-resistant linings for abrasive battery and refractory powders, vacuum and heating options, and PLC recipe control so every batch repeats.
Pain point 2: Sagger life and contamination in high-temperature sintering
In roller hearth kilns, saggers carry the powder through repeated heating and cooling. Cracking, spalling and reaction with lithium compounds shorten sagger life and can contaminate the product. For cathode sintering, mullite-cordierite and mullite-corundum saggers are the standard choice; for some anode and graphitization processes, graphite saggers and crucibles are used. The right body composition, wall thickness and surface coating can extend service cycles and cut cost per ton of cathode. SCM Group supplies mullite saggers and graphite saggers matched to your kiln, temperature profile and atmosphere, and can run trial batches before you place a volume order.
From single machines to an integrated line: mixing, granulation, pressing, sintering
Buying a mixer from one vendor, a press from another and saggers from a third leaves the integration risk with the plant. SCM Group works as an integrated production-line solutions partner: we size the intensive mixer, hydraulic press and sagger program together around your target capacity and material spec, deliver to site, and support trials and ramp-up. For projects facing export control uncertainty, we also help organize classification documents, HS codes and shipping plans early, so customs and licensing questions are answered before equipment is ready to ship.
